permission to end mission too unflexible

Only command or the group leader of both squads are currently allowed to end the mission. However that assumes that all implementations will have just 2 squads, which is not necessarly the case.

I think it would be better to simplify the current check, to allow only the commander or any group leader to end the mission.

For that i will send the patch later.
